Once the exclusive domain of the private enterprise, nowadays these features shall also be part of a state or local government company, who are often required to better define and upgrade their own scope of activity according to the changing and upcoming needs and requirements to improve their offer and guarantee efficiency and effectiveness.

become a unique point of reference for all housing problems pertaining not only to public residential housing
become a hub in an information network that reaches every point in the territory in partnership with the analogous services set out by Municipalities and other institutions
ACER is available as an active subject in applying the environmental sustainability to construction industry.
A sustainable house is a house:
that revaluates environmental components
that saves energy and water
that makes living in it more comfortable
For ACER, the answer to the increasingly serious housing problem shall combine quality, low cost and innovation.
This means:
pursuing a policy of improving quality of neighbourhoods by means of urban requalification projects;
carefully studying the new dwelling areas to make sure they meet the pre-set quality standards;
researching innovative construction systems that make it possible to drastically reduce building and management costs, at the same time trying to find inter-disciplinary and all-encompassing solutions in the social, environmental and economic sustainability;
proposing flexible housing solutions that correspond to the different needs of the citizens in the various moments of their lives;
increasing availability of social housing buildings;
promoting measurements focused on management and prevention of social conflicts
In order to guarantee all of this it is necessary to be innovative and research other subjects involved in the same problems, to create a system in which public and private subjects are involved. Common citizens and Municipalities and companies will be the first to benefit from this new system.
